Non-Profit Security Grant Program - Urban Areas and Statewide Notice of Funding Opportunities Available

Available funding for both programs is $274.5 million nationally

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is announcing funding for two grant opportunities through the Fiscal Year 2025 Nonprofit Security Grant Program (NSGP). This funding will help eligible 501(c)(3) organizations that are deemed at high risk of a threat, attack, or acts of terrorism and want to implement enhanced safety measures. Grantees will be selected through a competitive Notice of Funding Opportunity (NOFO) process.

“We take security precautions seriously and are please to offer these grants to nonprofits that wish to enhance safety and security measures,” said IEMA-OHS Acting Director Theodore (Ted) Berger. “Examples of uses for this funding include purchase or installation of security equipment on real property (including buildings and improvements) owned or leased by the nonprofit organization. Training costs are allowed under the programs only as described in the NOFO.”

  • The Fiscal Year (FY) 2025 Urban Area Nonprofit Security Grant Program National Security Supplemental (NSGP-UASI) will provide more than $137,250,000 to urban areas, which in Illinois will be Cook County.
  • The Fiscal Year (FY) 2025 Statewide Nonprofit Security Grant Program National Security Supplemental (NSGP-S) will provide more than $137,250,000 to nonprofits outside of Cook County.

Eligible applicants with one site may apply for up to $200,000 for that site. Applicants with multiple sites may apply for up to $200,000 per site, up to three sites, for a maximum of $600,000 per applicant per funding stream. If an applicant applies for projects at multiple sites, regardless of whether the projects are similar in nature, each site must have its own application and include an assessment of the vulnerability and risk unique to each site. Security enhancements must be for the locations that the not-for-profit occupies at the time of the application, and the projects must be fully completed during the three-year performance period.

Applications will be accepted and evaluated on a rolling basis until January 12, 2026, at 5:00 p.m. or until allocated funds are exhausted.
