Illinois Homeland Security Advisory Council

IL-HSAC serves as an advisory body to the Governor, the Governor’s Homeland Security Advisor and the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS). It provides recommendations and guidance on homeland security laws, policies, protocol, and procedures. Through a diverse partnership of local, state, and federal government representatives, as well as private and non-governmental organizations, IL-HSAC focuses on establishing and maintaining long-term strategic solutions to the threats of terrorism and all hazards. The IL-HSAC also serves as the state homeland security strategic planning body for the implementation of U.S. Department of Homeland Security (DHS), other federal preparedness and state preparedness grant programs. It advises the Homeland Security Advisor on issues related to the application and use of appropriate funds and grants. As the DHS State Administrative Agency, IEMA-OHS is responsible, in partnership with Western Illinois University, for the management, administration and allocation of federal preparedness funds to sub-recipients.​
