Master Exercise Practitioner Program (MEPP) Applicant Checklist

In order to ensure that applicants are prepared for the obligations of the MEPP program, the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) has established training and exercise requirements for those submitting a MEPP application. This list of requirements also includes the current requirements established by the Emergency Management Institute (EMI).

Training Requirements

The latest version of these courses must be listed as successfully completed on the applicants IEMA-OHS training transcript:

IS-100.b     Introduction to Incident Command System

IS-120.a     An Introduction to Exercises

IS-130        Exercise Evaluation and Improvement Planning

IS-200.b     ICS for Single Resources and Initial Action Incidents

IS-230.d     Principles of Emergency Management

IS-235.b     Emergency Planning

IS-700.a     NIMS, An Introduction

IS-775        EOC Management and Operations

IS-800.b     National Response Framework, An Introduction

Incident Command System 300 (ICS 300)*

Incident Command System 400 (ICS 400)*

Homeland Security Exercise and Evaluation Program (HSEEP)​

Exercise Requirements

Applicants will be required to have served in the role of either Exercise Director or Lead in the Exercise Design Team of Table Top, Functional and a Full Scale Exercise. In addition, applicants will be required to have developed or played a significant role in the development of the following exercise support materials for each exercise as indicated below:

Table Top Exercise:** Situation Manual - After Action Report/Improvement Plan

Functional Exercise:** Exercise Plan, Controller/Evaluator Handbook - Master Scenario Events List- After Action Report/Improvement Plan

Full Scale Exercise:** Exercise Plan, Controller/ Evaluator Handbook - Master Scenario Events List - After Action Report/Improvement Plan 

** Copies of each of these materials are to be included with the application.

Verification Letter

Verification that the applicant has met the Exercise Requirements must be submitted in the form of a letter from the local Emergency Manager/Coordinator, Exercise Director or IEMA-OHS Regional Staff sponsoring/coordinating the exercises. 

Electronic copies of the EMI application, IEMA-OHS training transcript, exercise support materials and verification letter are to be submitted to Lisa Shelbourne for processing.
