Notice of Funding Opportunity (NOFO) for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grants for Fiscal Year (FY) 2024
The Federal Emergency Management Agency (FEMA) has released and opened the Notice of Funding Opportunity (NOFO) for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grants for Fiscal Year (FY) 2024. You are receiving this email because you previously submitted your NOI for BRIC 24 for either a project, HMP Update or Building Codes Update and you are now invited to submit a full application in FEMA GO. The links to the respective NOFOs are below:
The total amount of funding for BRIC is $750,000,000. The total amount of funding for FMA is $600,000,000.
The deadline for submitting the full sub-application is the close of business (5:00 P.M. CST), Friday, February 28th, 2025, in the FEMA GO Portal. The deadline for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) to submit to FEMA is Friday, April 18th, 2025. If you have previous submitted a notice of intent/sub-application for BRIC/FMA FY 24, please contact your Hazard Mitigation Section contact.
Eligibility Requirement:
To be considered for funding, all Jurisdictions must have submitted the IEMA-OHS pre-application form. A jurisdiction is defined as an area with defined political boundaries (city, town, village, fire protection district, school district, etc.).
Projects for must be:
- Cost effective.
- Meet applicable National Flood Insurance Program (NFIP) requirements for the Flood Mitigation Assistance grant.
- NFIP participation
- Designed to reduce flood claims under NFIP
- Meet all environmental and historical preservation (EHP) requirements (i.e., compliance with federal laws, environmental review, etc.)
- Project is identified in the jurisdictions approved hazard mitigation plan.
Cost Share or Match:
- Cost-share is required for all FEMA grant programs.
- Federal funding is available for up to 75 percent of the eligible activity costs.
- The remaining 25 percent of eligible activity costs must be derived from non-Federal sources.
- Local match can be hard (cash) or soft match (i.e., volunteer time, donated materials, etc.)
- Jurisdictions can work with IEMA-OHS to determine if activity cost is non-federal source.
- Repetitive loss properties are eligible for a match of 90 percent.
- Severe repetitive loss properties are eligible to be 100 percent federally funded.
- Documentation need can be, but not limited to: NFIP claim history, FEMA assistance records, etc.
Deadline:
- All sub applicants must complete and submit their sub-application to IEMA-OHS in FEMA-GO by Close of Business (5:00 P.M. CST), Friday, February 28th, 2025.
- If a jurisdiction did not submit a notice of intent and wishes to apply for BRIC/FMA FY 24, they should reach out to IEMA-OHS for further review and discussion.

Notice of Funding Opportunity (NOFO) for Pre-Applications for the FY 2024 FMA Swift Current Grant
Based on the criteria outlined in the Fiscal Year (FY) 2024 Flood Mitigation Assistance (FMA) Swift Current Notice of Funding Opportunity (NOFO), the Federal Emergency Management Agency (FEMA) has determined that the State of Illinois is eligible for a Swift Current activation up to $10 million.
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) will begin accepting sub-applications for the FY 2024 Swift Current FMA Grant on, Wednesday November 20th, 2024, from state, local, tribal, and territorial governments located in Illinois.
The deadline to apply is Friday, February 14th, 2025. The completed application will be submitted to IEMA-OHS through the FEMA-GO portal to begin your application process for the Swift Current funding opportunity.
BRIC/FMA FY 24 Pre-Applications
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is extending the deadline for pre-applications from local, tribal and territorial governments located throughout Illinois for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) Fiscal Year 2024 funding opportunity. Please see the pre-application fillable pdf form. The completed pre-application form needs to be returned to IEMA-OHS to begin your application process for this funding opportunity. The form can be e-mailed to ema.mitigation@illinois.gov.

Notice of Funding (NOFO) for Safeguarding Tomorrow through On-going Risk Mitigation Revolving Loan Fund (Safeguarding Tomorrow RLF)
The Federal Emergency Management Agency (FEMA) has released the Fiscal Year 2024 Notice of Funding Opportunity (NOFO) for Safeguarding Tomorrow through On-going Risk Mitigation Revolving Loan Fund (Safeguarding Tomorrow RLF). There is $150 million available in this round of funding.
The Illinois Emergency Management Agency – Office of Homeland Security (IEMA-OHS) is seeking proposed projects from communities who may wish to use low-interest loans to implement hazard mitigation projects.
Notice of Funding (NOFO) for the Flood Mitigation Assistance – Swift Current Grant Program (FMA-SC)
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) will begin accepting applications for this Notice of Funding (NOFO) for the Flood Mitigation Assistance – Swift Current Grant Program (FMA-SC) on Friday, December 15, 2023 from state, local, tribal and territorial governments located throughout Illinois.
Swift Current funds Individual Flood Mitigation Projects for Flood Mitigation Assistance and/or NFIP-defined Repetitive Loss (RL), Severe Repetitive Loss (SRL), or properties deemed Substantially Damaged after the applicant’s disaster declaration date.
Eligible Individual Flood Mitigation Projects include the following project types which may be referenced in the Hazard Mitigation Assistance Program and Policy Guide:
- Property acquisition and structure demolition/relocation
- Structure elevations
- Dry floodproofing of historic residential structures or non-residential structures
- Non-structural retrofitting of existing structures and facilities
- Mitigation reconstruction
- Structural retrofitting of existing structures
All sub applicants must complete an application in the e-grants portal by Close of Business, Friday, February 16, 2024.

Notice of Funding Opportunity (NOFO) for the Hazard Mitigation Grant Program (HMGP)
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) will begin accepting pre-applications for this Notice of Funding Opportunity (NOFO) for the Hazard Mitigation Grant Program (HMGP) on Friday, March 15th, 2024 from state, local, tribal and territorial governments located in Illinois.
The deadline to submit a pre-application is Friday, May 17, 2024. The pre-applications can be found on the IEMA-OHS Mitigation website.
The completed pre-application form will be returned to IEMA-OHS and begin your application process for these funding opportunities.
