BidBuy BEP Small Business Information for Vendors

Once the agency determines a need, we follow the guidelines below.  Please make sure that you are registered with both websites. 

All formal opportunities to provide goods or services to Illinois State agencies including the IL Emergency Management Agency and Office of Homeland Security advertised in the State’s electronic procurement system, BidBuy, which is accessible at:  https://www.bidbuy.illinois.gov/bso/login.sdo. Please click on the link and follow the directions on how to register in BidBuy so your entity will receive notifications when a state agency is requesting services and/or commodities.    

If the cost of the procurement is projected to be between $2,000 and $100,000, the State Agencies under the jurisdiction of the Governor are instructed to solicit small businesses.  If the small businesses do not submit quotes or are determined to be non-responsive, State agencies may solicit large business vendors for their needs utilizing the same search of large businesses in the directory.  If your entity is in the directory and subscribed to the classcode selected, you will receive the Request for Quote or other appropriate notification at that time.  If the Request for Quote was designated as a small business procurement, the vendor must be registered with the Illinois Procurement Gateway as a small business.  All businesses registered in this directory are authorized to conduct business in illinois.

NOTE:  Vendors should also register in BidBuy so they receive notices of solicitations. 

Vendors can also register with the Business Enterprise Program (BEP) or Veteran’s Business Program (VBP)Vendors still need to register on the Illinois Procurement Gateway and Illinois BidBuy as listed above to receive notifications of solicitations.  

If there is a request in response to a need identified under a Gubernatorial Proclamation made by the Governor, IEMA utilizes the CMS state master contracts and/or sends an email to the vendors that are registered in the Illinois Procurement Gateway for the particular classcode of product/services to fulfill that need.    Vendors are being directed to register with the IL Procurement Gateway so they will receive an email requesting quotes when a need is presented.   This assures that the State is receiving quotes from entities that are registered with all necessary agencies, including but not limited to, the State Board of Elections, Secretary of State, etc.  Vendors registered in the Illinois Procurement Gateway have had their business information vetted and have provided necessary certifications and financial disclosures.
